Resolution Authorizing Execution of a Land Development Agreement for 157 & 171 Golden Hill Street

WHEREAS, from June 9th through July 17th, 2025, the City’s Office of Planning and Economic Development (“OPED” or the “City”) conducted a public Request For Proposals (“RFP”) relevant to two adjacent, vacant, City-owned parcels constituting approximately 9,000 square feet of developable land located at 157 and 171 Golden Hill Street ( herein collectively referred to as “The Property”);
WHEREAS, the Douglas Allen Group (the “Developer”) submitted a responsive proposal to construct a multi-story downtown residential building (the “Project”) on the Property;
WHEREAS, the Developer has demonstrated financial and administrative capacity in terms of projects completed and in terms of financial references provided;
WHEREAS, pursuant to the attached Land Development Agreement (“LDA”), the Developer would purchase the Property from the City for $250,000 (two hundred fifty thousand) dollars;
NOW THEREFORE BE IT RESOLVED that, based upon the statements and representations made herein, the Mayor or the Director of OPED is authorized to finalize and execute the attached LDA, and is further authorized to negotiate and to execute such other agreements and to take such other necessary or desirable actions in furtherance of the Project and consistent with this resolution in the best interests of the City.
